David Velke, RHU®, ChHC®, brings many years of experience in the Insurance industry to FCE. He started his career in 1999 as an Executive Council Agent at a large Life Insurance
company, and has held a variety of roles including Financial Advisor, Registered Investment Advisor, as well as an Independent Insurance Broker.
Starting as an Account Executive at FCE in 2011, David was promoted in 2015 to Director of Account Management, overseeing the daily leadership, management, and strategy of the department.
David has a strong passion for development, and is skilled at breaking down complex issues and explaining them to diverse audiences. He respects the uniqueness of each Client and strives
to be a valued business partner, allowing Clients to focus on their core business.
David resides in Northern Virginia with his family. He has a Life & Health Insurance license and holds the Designation of Registered Health Underwriter and Chartered Healthcare
Consultant from The American College. The RHU® designation demonstrates a high level of knowledge about the principles and practices governing the disability income and the health
insurance business. The ChHC® designation is considered the most comprehensive credential available for healthcare consultants and financial advisors interested in providing clients
with cutting edge information. ChHC® designees are well equipped to provided clients expert advice on a broad range of health insurance related topics including state exchanges;
medical loss rations; ERRP’s, FSAs, HSAs, HRAs, Cafeteria Plans and more.
Senior Account Executive
Since 1998, Bret Blackstone has worked in various sectors of the Service Contract Act (SCA) arena. His experience includes working as Vice-President of Marketing for a Benefits
Consulting firm to the federal contracting community.
He also worked as consultant to SBA certified Small, and Small Disadvantaged Businesses, including 8(a) and HUB Zone contractors to help reduce their cost in the areas of Workers
Compensation Audits, State Unemployment Insurance, and State & Federal Employment Taxes.
Bret has spent the majority of his career assisting contractors successfully design, implement, and manage “Bona Fide” benefit programs for employees subject to the SCA.
In addition to having a deep understanding of the Service Contract Act, he is versed in working with employee groups that are subject to the Davis-Bacon Act, Collective Bargaining
Agreements, as well as those employees arising out of A-76 Privatization Awards or Set Aside contracts under The Javits-Wagner-O’Day Act.
Rachel Lescallett, PHR, SHRM-CP
Senior Account Executive
With more than 20 years of account management expertise, Rachel has enjoyed working with a wide range of government and private sector clients. She was recently promoted to Senior
Account Executive and specializes in the management, administration, and servicing of her accounts’ employee benefit programs.
Rachel developed her skills and foundation of knowledge, initially within the hospitality industry, working in sales and marketing for large international hotels. She ultimately
became hooked on the ever changing world of employee benefits, becoming an Account Executive and earning her Professional in Human Resources (PHR) and SHRM Certified Professional
(SHRM-CP) designations with a focus on Compliance and Benefits management.
Rachel is a member of the Society of Human Resource Management (SHRM) and is active with the Wiskott-Aldrich and Immune Deficiency Foundations. She received her Bachelor’s
Degree in Business Administration at the University of Georgia, and has her Life & Health Insurance License. She resides in Virginia with her family.
Senior Account Executive
Joining FCE Benefits in 2013, Fernando brings several years of solid human resources and leadership experience to the company. He started his professional career as a Safety Trainer
where he was responsible for ensuring employees understood how to work safely in an industrial setting, following policies and procedures for controlling occupational health, safety,
and environmental hazards.
Moving into a Human Resources Specialist position, Fernando was responsible for implementing, coordinating and the administration of all human resources programs and tasks. Having
worked on several government contracts, and also with Ability One clients on municipal, state, or federal contracts himself, Fernando understands first-hand the challenges and
responsibilities our clients face every day. With that understanding, Fernando’s role as a Senior Account Executive is a natural fit, as he enjoys assisting his clients and
their employees navigate their benefit plans.
Fernando has his Life and Health Insurance license, and obtained his Bachelor’s degree in Human Resources from Boise State University. He resides with his family in Oregon.
Senior Account Executive
Ricardo joined FCE in 2004 as an Implementation Coordinator, where he was responsible for introducing clients to FCE and our processes, ensuring their plans and funding were
administered correctly. Moving into a Quality Control role, Ricardo audited plan building and eligibility requirements for clients across the country. This role provided him with an
in-depth, working knowledge of our Trust Administration System which he utilizes in his current role.
In 2006, Ricardo was promoted into the Account Management team, and today is a Senior Account Executive, partnering with some of FCE’s largest clients. Understanding the
complexities of today’s governmental regulatory requirements, as well as the uniqueness of each client, Ricardo ensures his client’s plans are designed to meet their individual
Ricardo obtained his Bachelor’s degree in Marketing from Santa Clara University, and has his Health and Life insurance license. He resides in the Burlingame, CA area with his
family, and works out of our Corporate Office.
Senior Account Executive
Marshall started with FCE in 2005, completing a major Accounting Reconciliation project when the company implemented its computerized Trust Administration System. This project ensured
compliance with internal policies and procedures, as well as governmental regulations. In 2006, Marshall was promoted to an Account Executive, working closely with our Chief of Actuary,
and supporting our Clients overseas in Guam as well as the remote Kwajalein Atoll in the West Central Pacific Ocean.
Currently, as a Senior Account Executive, Marshall leads and manages a team of three Account Managers located on the islands. He also supports several accounts across the United States
in various industries, ensuring benefit plans are implemented smoothly and that his Client employees have a solid understanding of their insurance packages.
Marshall received his Bachelor’s Degree from Utah State University, in Speech and Audiology Pathology. He completed his internship at San Francisco’s Veteran’s
Administration Hospital. He resides in Burlingame, CA and works out of our Corporate Headquarters.
Adrienne brings a well-rounded background of over 17 years of experience in the Health Insurance Industry. She has worked for several large corporations in a variety of roles:
Benefits Specialist, Quality Assurance Manager, Claims Grievance/Appeals Manager, Client Service Analyst, Account Executive, as well as a Sales Executive.
While employed as a Claims Grievance/Appeals Manager, she investigated and responded to the Illinois Department of Insurance and Illinois Attorney General on appeals and therefore
formed a strong knowledge of the Claims process.
Adrienne joined the FCE Account Management team in 2014. In her role as an Account Executive, Adrienne enjoys serving as a Liaison for her Clients, ensuring they receive excellent
customer service and that their expectations are exceeded. She received her Bachelor’s Degree in General Studies, from Howard Washington College and holds a Health & Life
Insurance License. Adrienne resides in Chicago.
Kathy D. Cook
Kathy D. Cook joined FCE Benefit Administrators, Inc. as an Account Executive in September of 2014. She brings with her over 25 years of group health insurance experience. Kathy began
her career as a claims examiner and went on to become an Account Manager overseeing large national accounts including a large, global law firm. From that she progressed into various
Sales roles at well-known national insurance carriers.
Kathy has been a speaker at the Northwest Indiana Society of Human Resource Management (SHRM) on health care cost savings. In addition, she spoke at the Food Bank of Northwest Indiana
Wellness Initiative regarding the impact of Healthcare Reform on individuals. She is an Honors Graduate of Purdue University Calumet Campus with a degree in Organizational Leadership
Kathy is a member of the National Association of Health Underwriters, past Communication and Professional Development Chair of the Northwest Indiana Association of Health Underwriters
and past Board Member of the Wellness Council of Northwest Indiana.
Ron Rodriguez joins the FCE team as an Account Manager. He brings with him over 26 years of experience in the insurance industry. He has held various positions from Claims Processing,
Customer Service, Auditing, Supervisor, Account Executive, Compliance Director as well as an Insurance agent/broker.
Ron’s strong points are in developing and maintaining working relationships with his internal and external clients. He strongly believes in the team concept. He currently holds a
health and life insurance license in multiple states.
Ron is a San Antonio native, a Spurs and Cowboys fan. He also works as a volunteer for the American Diabetes Association.
Bernard came to FCE as an Account Manager in October 2015 bringing over 20 years experience in the insurance industry. Beginning his career in the hospitality industry in 1992,
Bernard moved into the healthcare industry in 1994 as a Customer Service Representative.
Since then he has used his skills in multiple areas in the industry such as provider services, customer correspondence, broker renewal sales, project management and account
management. Bernard specializes in providing quality customer service and developing strong long term relationships with clients.
Bernard holds a Bachelor’s Degree in Business Management as well as Life and Health licenses in Maryland, Pennsylvania, and the District of Columbia.
Account Executive, Guam
Louise joined FCE in 2001 as a Benefits Coordinator in Guam. She brings 30 years of business experience in supervisory and middle management roles in telecommunications, banking,
retail sales, credit/collections, marketing research and plan administration. For 11 years, she managed a Customer Service department that assisted clients with their financial
concerns and questions.
Louise has recently been promoted as an Account Manager for our Guam clients, where she works closely with clients and their employees, as well their medical providers on all
plan aspects. Being a remote location, Louise’s background and passion for providing excellent customer service makes her perfect for the Account Manager role, as she is
able to solve many issues immediately, instead of customers having to wait due to the time change of Guam to the United States.
Louise received her Bachelor’s degree in Business Management with an emphasis in Human Resources, from the University of Guam.
El Conde Ruiz
Associate Account Manager
El Conde Ruiz brings over 20 years of health insurance experience with an extensive background in various capacities: Membership, Claims Processing, Customer Service,
Utilization Review, Risk Management, Third Party Liability and Worker’s Compensation, and Training & Development. During his 15-year tenure with Blue Cross of CA,
he had a hand in writing the Statewide Benefits Administration guidelines and aided in the growth and training of WellPoint Health Network’s out-of-state UniCare
business in Plano, TX.
El Conde’s career path within FCE includes Customer Service, Membership, Training, and Implementation. He possesses professional training as a Certified Achieve Global
Facilitator in Achieving Extraordinary Customer Relations – Skills and Strategies and is a Certified Facilitator of the Management Development Zenger Miller Program.
He graduated with a Bachelor of Fine Arts Degree in Dance Studies with Special Concentration in Performance and Choreography from Texas State University in 2014.
El Conde has a Life and Health Insurance License and currently resides in Las Vegas, Nevada, has 3 children, and a proud father of his oldest daughter who serves this
great country as a United States Marine.
